But Bismillah is itself a safeconduct, so the sura al tobah should not start with. This surah is also named as al mughashghashah(means split or dissension), al fadhihah, al munkahah, and al mudamdamah. Surah of Towbah came for threateing Pegans and for declaring jihad against those who betrayal the trust of muslims. So it was an alarm for enemies and it was not suitable to be started with bismillah which is a sign of mercy, peace and friendship.. Thank you dear Maryam for your comment,

That's why one has to recite another bismillah for Surah Al Imran too. We also dont recite a bismillah for Surah Al Towbah. Bcs it doesnt have Bismillah. But if we recite a surah before Towbah and we come along Surah Al Towbah, it doesnt mean that first bismillah is applied to Surah Al Towbah too. Another example.. Achelois, Thank you. :)

It does not mean that when you say bismillah for surah al Baqarah, it particularly has different meaning than bismillah of Surah Al Imran. But the concept of Bismilllah is different. That’s why one has to recite another bismillah for Surah Al Imran too.

We also dont recite a bismillah for Surah Al Towbah. Bcs it doesnt have Bismillah. But if we recite a surah before Towbah and we come along Surah Al Towbah, it doesnt mean that first bismillah is applied to Surah Al Towbah too. Another example..

But I honestly I cannot get the exact point of the article. How can the bismillah have a different meaning with each Surah, can you give more examples?
