Ali, Sora Al Towbah is started with this Aya:

&quot; A (declaration) of immunity from Allah and His Messenger, to those of the Pagans with whom ye have contracted mutual alliances&quot;

This surah is started with the word &quot;Bera&#039;ah&quot; and it&#039;s named as Surah al &quot;Raf3t&quot; too for based on the Aya you see above, wanted to declare immunity against pegans and stop safeconducting them. But Bismillah is itself a safeconduct, so the sura al tobah should not start with.

This surah is also named as al mughashghashah(means split or dissension), al fadhihah, al munkahah, and al mudamdamah. 

Surah of Towbah came for threateing Pegans and for declaring jihad against those who betrayal the trust of muslims. 
So it was an alarm for enemies and it was not suitable to be started with bismillah which is a sign of mercy, peace and friendship..</description>

		<description>I guess,that whenever a surah was revealed to prophet Muhammad(pbuh),he must have started it by sayin,&quot;Bismillah Al Rahman al Rahim.so it was maintained that way.As far as surat al Taubah,God knows may be it was revealed the same time with the surah before it.</description>

~W~, Sorry i didnt notice your comment before. I think the article doesnt mean the &quot;exact&quot; meaning of the Bismillah. But the concept behind every Bismillah is different  from another. 

It does not mean that when you say bismillah for surah al Baqarah, it particularly has different meaning than bismillah of Surah Al Imran. But the concept of Bismilllah is different. That&#039;s why one has to recite another bismillah for Surah Al Imran too. 

We also dont recite a bismillah for Surah Al Towbah. Bcs it doesnt have Bismillah. But if we recite a surah before Towbah and we come along Surah Al Towbah, it doesnt mean that  first bismillah is applied to Surah Al Towbah too. Another example..</description>
